They're not that hard to cut, just get a decent orientation and slab thick so you can adjust as you go. Pretty much any rose quartz will star to some extent when cabbed in the right orientation, but how good the star is varies a lot. This is a body color, though, not a rayleigh-scattering effect as in lavender quartz, so it has a pretty different look. Note that in some cases rose quartz actually can also have an amethyst component, and be pink-purple or even purple. Typically you can actually faintly see the needles if you strongly sidelight the stones. This is normal rose quartz (albeit of the higher quality which often comes from Madagascar), which is colored and made sleepy by needles of dumortierite (or something very similar). I have no idea (nor would the vendor I bought it from) about whether or not it's been heat treated. Much of it has no inclusions, but all of it is "sleepy", some much more than other.
